Nope, but is there anything stopping them?
No. Is there anything stopping anyone from breaking any law? I don't believe a college application is sufficient justification for running someone's DL to see if they have a CHL. Therefore, how would they know?

We can what if all day long about anything. I don't see this as a big issue at this point. I see the president taking about executive action calling for universal background checks at gun shows much more imminent and problematic.
