"The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) has collected nearly 1 billion firearm purchase records. The government has now created a searchable digital database containing 866 million of these transactions, including some 54 million made in 2021 alone."
They are getting a lot of firearm purchase records from somewhere. 54 million in 2021 is way larger than the 38.9 million NICS checks done in 2021... so the ATF got another 15.1 million purchase records in addition to NICS checks in 2021 alone.
I can't imagine that out of business gun dealers sent the ATF that 15.1 million records in 2021 alone, so there is something going on here that does not appear to be public knowledge.

It does appear to be from records turned in. It appears to have been found when ATF announced a rule change that records must be kept indefinitely and NOT destroyed after 20 years which got some members of congress looking at them.
