Stalin purposely starved about 30 million of his own people to death outside of the gulags.

That's how places like Crimea and Ukraine became largely populated with Ethnic Russians.

He exterminated the native population via starvation by seizing all of their crops and livestock and left them to die.

He then exported Russians to take over their farms, factories, businesses etc to takeover the countries he'd already seized.
