This exactly. An active shooter will most often face little to no resistance and changing a mag is no big deal for them even if they use 10 rd mags. In a self defense situation you are actively bing attacked and are firing back. A defensive shooter may not have time to do a mag change. If you hear the "loudest noise" a gun can make, it just may be one of the last things you ever hear.
I think a lone whack job shooter will be methodical.. they are focused on their objective.. giving a opportunity.. albeit limited... or perhaps none at all.
in a sole hold up BG.. your chances are limited to respond depending on angle of confrontation... my best ever draw and fire from retention is only 0.78... I average in the high 0.90s a fellow shooter I know has managed 0.64
every scenario is different.. you may have opportunity and then again your light may go out before you ever hear/see a flash...
I know this much.. hesitation will hurt once identified...
