I'd imagine that those 324 chls are just like the rest of us. So the misgivings are likely as unfounded as anything else the antis are trying to throw at this.

Bladed, where did you find that statistic? According to the DPS Demographic Data, for calendar year 2014, the number of licenses issued to people under 21 was 237. Now that was for the Period: 01/01/2014 - 12/31/2014 and that was the number of CHL's issued during that period alone for that age group. I'm thinking that number of active CHL holders is much higher for that age group than the 324 you stated. I don't know about the other stats you quoted.

DPS publishes very good demographic data for both licenses issued during the year, and active license holders(as one lump sum). But the one statistic they do not publish is active license holders by age group. They only list licenses issued during the year, by age group.

It would be very interesting if they published demographic data of active CHL's by age group, but they don't. I often wonder why?

I should have clarified that 324 is the maximum possible number of CHL holders in the 18-20 age range, not necessarily the exact number.

The Texas Department of Public Safety issues data on the number licenses issued (by age) and the number of licenses revoked (by age), so it's not too difficult to estimate the number of active licenses (by age). A 20-year-old who got a license in 2013 is no longer in the 18-20 demographic at the start of 2015. Likewise, neither a 19-year-old who got a license in 2012 nor an 18-year-old who got a license in 2011 is still in the 18-20 demographic at the start of 2015. Therefore, you simply have to add together the number of licenses issued to 18- to 20-year-olds in 2014, the number of licenses issued to 18- to 19-year-olds in 2013, and the number of licenses issued to 18-year-olds in 2012 and subtract the number of licenses revoked from 18- to 20-year-olds in 2014, the number of licenses revoked from 18- to 19-year-olds in 2013, and the number of licenses revoked from 18-year-olds in 2012. That gives you the maximum possible number of active licenses held by 18- to 20-year-olds at the start of 2015. The actual number may be lower due to some 20-year-olds turning 21 before the end of 2014 and some 18- to 20-year-olds surrendering their licenses without revocation.
