What I love is when kids in low riders take those too fast. I keep my dogs in my yard and don't allow them out into the street. Seems like responsible parents would keep their children more secure than I keep my dogs. And neither my wife nor I stand in the street where cars might hit us. As far as beating people after an accident goes....in our old neighborhood we had a car crash into a neighbor's house.....through a drainage ditch and across the yard. Fortunately, the driver didn't run over anyone.....but he wasn't trying to and he wasn't drunk either....he'd had a stroke. I suspect this has a lot to do with it. Kids and pets in a rural setting are not going to be confined by a yard fence, and unless you live right on the highway you don't have to be as careful of cars. It sounds as though this area is slowly being enveloped by the city. The urbanization is likely moving faster than the culture. Having said that, there is NO excuse for doing 70 in a 30 in a residential area. There has never in the history of the world been a parent who has never had their child get away form them for a moment. You should stay attentive and try to minimize that as much as possible. Good parents do. But good parents still find that their offspring occasionally gets into something they shouldn't.
And if some jackwad kills a kid doing 70 in a 30, then of course those parents don't have the legal right to kill him. But don't expect me to lose a lot of sleep if they do, or to vote for the police chief who does next election.

Across this entire country (and a couple others), in my 35 years, I've seen speed bumps done "right" exactly once: They recently widened a street in my neighborhood and reused the old speed bumps, so now I can "thread the needle" between the bumps (assuming there's no oncoming traffic). When we vacationed in Playa Del Carmen Mexico we discovered that the simple answer to speeding along divided highways was the bumps - placed every mile up and down the highway. You didn't want to fly over one because every third bump had an armored vehicle with a manned M60 and SWAT looking cops in the median. There is a difference between a person who through an accident and no major negligence hits a kid and a person who is being unbelievably negligent and kills a child through his own stupidity and lack of care for he child.
Anecdotal story:
I remember when I was about 11. We lived in a place where there was practically no back yard or front yard. So us kids played in the street. Where else could you play? My parents drilled into us car saftey like mad, but not every person did, or if they did the kids did not adhere to it. One day we were leaving home and a child from the block was riding her bike looking behind her. My dad stopped started to honk his horn. She paid no attention and drove her bike directly into our car and went underneath it. She was fine, a little shook up and her mother was so furious with her that I feared her butt would be even more bruised by the end of the day. As a parent now I say if it was she deserved every swat. She could have easily got herself killed.
There is a difference between that and a person driving at 7pm through a residential.

I think the point is that the difference may not be as obvious as it seems at the time of the incident. The guy I mentioned above...the stroke caused him to floor the accelerator and it looked to an observer like it was deliberate. Ultimately as law abiding citizens we have to let the justice system work. If someone runs over one of your kids and you decide to dispense justice, the only thing accomplished is your other children will be without you while you sit behind bars.

Quite honestly if someone hit my child my first thought would be to render aid to them. I would be far too busy trying to do whatever I could for my child to even think about doing anything to the driver. If someone else woud be so kind as to keep them from taking off I'd appreciate it, but harming them does not help my child.
