Does anyone really believe these are for the USDA?

I doubt it. I don't know who the end users will be but it ain't going to be farm/food inspectors.

.40 S&W smg? Those should be easy to control on full auto. We don't have a spinning shooting smilie or I would have inserted one here. This is the best I could find.

Perhaps preparing for a mad zombie-cow apocalypse? I believe Gary Larson predicted such a thing in the '80s.

If you wanted to stockpile ammo and small arms all over the country to prepare for (insert whatever you can think of that requires using lethal force to control civilians) right under the noses of said civilians, how would you do it? If you didn't want all that solely in the control of the military who might not be happy with you to begin with. Or maybe I'm just paranoid. It's makes so much more sense to arm every federal outfit to the teeth for no reason.

Evidently the US Forestry Service is under the USDA. In light of the widlerness areas they go into and the potential to run across weirdoes, bears, and the random cartel, that puts it into perspective. Should have AR-15s though. This looks like a request tailored for a specific gun someone saw on COPS or the last SWAT demonstration.

At this point it is no longer an "if." That's exactly what they're doing, along with pre-positioning armored vehicles that are ostensibly for local PDs: they're not. When the balloon goes up the Feds will "Federalize" these vehicles. It would be a little too obvious if the Feds staged these vehicles for use by NOAA and the USDA and the SSA at the same time they're making all these big guns and ammo purchases.
