They know exactly how many are registered and they have estimates of how many there were before the law passed. Together that's enough to have an estimate of the percentage who complied.
If they knew exactly how many were not registered they would be registered.

A statistically valid survey could come close to this number.

Not unless they know who currently owns them. I think Canada had a similar problem with their registry.

My comment was tongue in cheek. The only way to know how many guns people have is to register them all. This is not going to happen.
