You mean the budget problems that cost so much time in previous sessions won't be a problem this year? Maybe they will finally have time to allow Campus Carry to get a fair and public vote on the floor.

I can guarentee a place to spend the budget surplus, they can restore the TXSG budget they scalped to the bone so that I don't have to buy my own food for AT or drive my own car and pay for the fuel. The Legislature cut us from a training budget of 1.6 million last year ( that wasn't enough) to less than 750K

maybe some of that "excess" will be returned to the Texas Forest Service (where it was designated) for grants to rural volunteer fire departments to cost share fire apparatus. There was a grand total of "zero" made available last year.

I'd hunt down every place using 1,000 watt halogen lights on each side of their sign for 2,000 watts per hour all night every night to light up a school/ other State Dept sign and replace those with LED or CFLs ...and that's just a start.
I'd find some sort of sensor so schools didn't pay to run automatic sprinklers to water football fields during rainstorms when cities are rationing water ...
I'd start getting parking lot bulbs and interior old-style Fluorescent bulbs replaced with LEDs
Get the outgo reduced and there won't need to be as much tax increases for more income/revenue.
Get the cost of Government down.

Graduate Medical Education funding. We are currently losing 47% of our doctors to out of state residencies, many of which will not return. This, along with the state doctor shortage and the fact that our state invests $200,000 (each) to train them, just to have them leave makes it an important issue.

It is easy to develop a surplus when you reap a bonanza from oil and natural gas development. It is much tougher when you do it by not investing in the future of the state. Everybody has an issue that is important to them and the legislature has pretty much denied them all. The question now should be are there things that need to be funded to help the state maintain it's growth potential. One that really needs to be dealt with is implementing a water supply plan that can handle the population growth. There are others that effect each and everyone of us collectively. Spending those areas may reduce the surplus but will help us forward.
