I let someone knowledgeable explain what this all means.

I remember a movie where a robber had a sawed off shotgun where the shells were exposed. Is this what they are talking about?

Doesn’t the ATF care?

It would remove short-barreled rifles and short-barreled shotguns from the list of prohibited weapons in Texas, but those items would still be regulated under the NFA. It's probably very similar to the law a few years ago that tried to say that suppressors made in Texas, and that never left Texas, shouldn't be regulated under the NFA. It didn't take long for the fedgov to weigh in, and express an difference of opinion.
