Only time they couldn't have guns was when they were ruled by the Nazi's or the Communists.
This will differ with the rest of the EU.

I've had friends who visited Czech Republic for shooting and training events tell me that in some ways it is more firearm friendly than the US.

I just looked up some firearms laws over there. It's interesting. Granted they hoops and hurdles required to possess guns is quite a bit compared to the US, it's also pretty lax once the gun owners get their feet wet. Their concealed carry license is shall-issue, which boggles my mind. To make matters more interesting, about 1 in 43 people have a concealed carry license in the country. But for some reason, they can only carry ball ammo. I guess that's better than nothing. Regardless, the Czech Republic is considered a pretty safe country, with violent crime rates pretty darn low.
Hopefully, they can get their amendment through. Better yet, I hope they can just stick it to the EU.

If they really value their freedoms a #Czexit from the EU would be the more prudent course of action.
Even that article said the EU forced the Swiss to submit to more rigid EU firearms restrictions.

Have a neighbor from Czech Republic. She is pretty cool about firearms, but her San Francisco husband, not so much. She is from Brno which was one of the best Mauser factories.

Having visited Czechia I can tell you that for the most part the folks there would (and do) get along well with this Texan and I suspect most folks here. Very similar mindset in that self reliance is a major thing, as is responsibility to provide and protect ones family. Both Czech Republic and Poland are on my list for places to visit again with the family someday due to their handling of current political issues and their resistance to being told what to do and how to act by the EU.
Success always occurs in private, and failure in full view.

I visited Prague not long after The Wall fell, and the difference between it and East Germany was amazing. The Ossies (East Germans) were still standing around trying to figure out what happened and many of them with no idea what to do next. The Czechs were roaring ahead, Prague was full of tourists, the restaurants were going full-blast, there were Czech flags all over, a huge flower memorial to victims of communism at the Wenceslas statue in Wenceslas square. Their economy was already in second gear. I took a bus tour and the guide pointed out the former Communist Party Headquarters. The Czechs were much more independent from their communist rulers, and were ready to be on their own. The Ossies...not so much.
