Question about 18-20 year olds

Quick question…. How does unlicensed carry treat 18-20 year olds who are on active military duty? As I recall, they were eligible to obtain an LTC. But with the removal of the LTC mandate, do military 18-20 year olds still have to get an LTC to carry in Texas?

Law Shield says that you have to be 21 to carry a handgun under the Firearm Carry Act of 2021

But, outside of Texas, if you're in the 4th Circuit the age rules just changed:

APPEALS COURT: You Don’t Have to Be 21 to buy a handgun
JOIN NRA TODAY!, NRA Benefactor Life, TSRA Defender Life, Gun Owners of America Life, SAF, VCDL Member

I didn't read where this decision also covered carry, just purchase.

Treating one variety of person as better or worse than others by accident of birth is morally indefensible.

I didn't read where this decision also covered carry, just purchase.
The decision was on purchase, but as I understand it, the rational is equally applicable to all constitutional rights (i.e. bearing arms)

The answer to the question in bold is, YES.
