It very easily could, but make no mistake Gov. Jay Nixon (D) will be quick to veto it. The beauty of a legislature with a supermajority however is that they can, and have, override his vetoes. If there are veto proof supermajorities in both houses, why not just introduce it the way you like and not depend on the Communists formerly known as Democrats to do the thankless job for you?
