This should have been tried and appealed until the law was followed correctly.
Looks to me like his insurance company told him to settle or continue on with his own money.

Is this that store that is a hardcore repeat offender. 500+ issues with them or something. Each time a relative/acquaintance "buys" the business and starts over with a new name.

Definitely some shady justice in Wisconsin...
