Why is there a two-year gap between legislative sessions?

It takes that long for the chambers to air out and become habitable again after all that gets shoveled around in there during the sessions.

Because Texas founding fathers realized that when you send legislators to gather, they will insist on making laws even if all the good ones have been done. So then they will do stupid ones. Better to only allow them to do this every two years. It was assumed they would only have time to work on good laws. But now they work on the stupid laws first like controlling sexy dancing for cheerleaders and save anything important for special sessions.

So be grateful that the legislators in Texas don't meet more often.

Every legislature in session makes headaches for someone by enacting new laws.
