Why is there a two-year gap between legislative sessions?

Because Texas founding fathers realized that when you send legislators to gather, they will insist on making laws even if all the good ones have been done. So then they will do stupid ones. Better to only allow them to do this every two years. It was assumed they would only have time to work on good laws.
