Wait 'til next year. 2011 Texas Legislative Session
If I could waive a magic wand and get any bill I wanted passed in the 2011 Texas Legislative Session.
1) Parking lot bill
2) Alaska Carry (Pack-em if you got em. Get a CHL if you want to bypass NCIS background check when buying a firearm.)

- Change CHL to controlled by THE State of Texas and State Laws ONLY - PERIOD.
A School Should have NO CONTROL - PERIOD! CHL is a Texas Statewide license and should
NOT be controlled by some school administrator with no accountability or authority.
(Uniform Statewide Texas State Laws)
- Courtrooms redefined to the Physical offices/rooms ONLY - not the whole building.
- Reduce Texas State cost of CHL to ZERO FOR EVERYONE - NO EXCEPTIONS.
(Same as Poll Taxes!/Voter Registration I.D.) ( 2nd Am.)
- Cut hours on CHL classes. (way too long)
- Reduce range to 20 rounds or Preferably, eliminate range totally.
- Eliminate the semi-auto/revolver nonsense. ("Handgun" period!) (Carry what you prefer)
- Change CHL to CWL (Concealed Weapon License)
- State Pre-empt on knives so its uniform and TX State controlled statewide.
(Eliminate 'switchblade' etc., nonsense. knife is a knife)(a CWL)
- Etc., Etc.
Overall the TX CHLers have been PROVEN to be top grade lawbiding citizens, FOR MANY YEARS, surely it is time to eliminate some of the restrictions based on fears which have proven to be totally false, And to get back closer to the Constitution and BOR this country was founded on.

Last session Campus Carry seemed to be a big hassle for very little improvement. There aren't that many CHL holders affected by Campus Carry.
In other states with Open Carry, the public seems to be incensed / alarmed when they see guns. LEO's seem to be reacting by doing Felony Stops on Law Abiding citizen's. All-in-all, I am not sure Open carry is a good use of our political capital in 2011.
On the other hand, I really like the idea of reducing the training time requirements and the shooting test. And converting CHL to CCW.
Reducing the cost to $0 will get no traction in a year where the politicians are scrambling to find tax dollars for their pet projects.

Campus carry-
There is almost NO ONE actually armed on a campus, at a given time and place, as it is now. That certainly has repeatedly proven to be a disaster in each case of lunatic(s) attacking a schools.
Responsible citizens, licensed and with a PROVEN background, DO NOT turn in to a raving maniacs by stepping in thru a doorway on campus. Those same citizens can walk back out that door and pick up their children and go to a store, park, mall, and almost any other crowded place, fully armed with ABSOLUTELY NO problem, as proven daily. To restrict them from school buildings, (that they are paying for! and salarys!) is really a open INSULT ! Malls are Safer than schools the last few years!
So the whole thing is strictly a power - ego trip by the school administrators which places the students and faculty (And U.S.A.) in Much, Much, greater danger, they are not safe havens now, just prime targets for maniacs and terrorists.
The laws are made in Austin by Elected Officials.
School administrators should not be a part of that process ANY MORE THAN all the other citizens of the state. They are NOT special, and most of all are NOT Elected and NOT Skilled at all in Safety matters. Schools should NOT have more power than even City Mayors and Texas State Lawmakers. The TX State pre-empts Cities, Countys, and others, Example - a Mayor, or other elected offical, cannot grant or deny permission to carry in places, yet school administrators can grant or deny permission (by law) - This is WRONG!
