Quote: "Here's the Reader's Digest version. It will no longer be unlawful for CHLs to carry into school buildings; Universities will not be able to expel students who are CHLs for carrying, nor can they fire employees. They can regulate, but not prohibit, the storage of firearms in school housing. Private schools can still opt out."
I was tied up away from the computer and missed the live hearing today. It's great though to be able come here and to see that a lawyer can actually put all of the fast-moving legal gobbeldy gook into a "Reader's Digest version". And when, where and how to best light 'em up in Austin.

Re: SB 1164 Campus Carry in floor debate NOW
As I read Amendment 6, it merely affirms that preexisting restrictions on where firearms may be carried apply on college campuses as well, specifically referring to the sections regarding polling places, 51% establishments, and government meetings.Charles L. Cotton wrote:I need to see how Amendment 6 is worded to be able to answer your question.agbullet2k1 wrote:I don't think I've seen this addressed anywhere, but does anyone know how this would affect hospitals in partnership with universities that post 30.06? Would just the hospital part be off limits, with the classrooms being ok, or would the 30.06 no longer be valid?
Chas.
Also of interest may be the votes for/against the bill:(f) This section does not provide an exception to the application of or a defense to prosecution under Section 46.03(a)(2), 46.035(b)(1), or 46.035(c), Penal Code.
Yeas: Carona, Deuell, Eltife, Estes, Fraser, Harris, Hegar, Hinojosa, Huffman,
Jackson, Lucio, Nelson, Nichols, Patrick, Seliger, Shapiro, Uresti, Wentworth,
Whitmire, Williams.
Nays: Averitt, Davis, Duncan, Ellis, Gallegos, Shapleigh, Van de Putte, Watson,
West, Zaffirini.
Absent-excused:Ogden.
Sen. Gallegos voted for with the "Yeas" to bring the bill to the floor for consideration (giving it the 21 votes needed) but then consistently voted against tabling the amendments and ultimately against passage--I'm not sure what to make of that.

What do you notice about the A-rated Senators who didn't vote for the bill?hirundo82 wrote:As I read Amendment 6, it merely affirms that preexisting restrictions on where firearms may be carried apply on college campuses as well, specifically referring to the sections regarding polling places, 51% establishments, and government meetings.Charles L. They all have major universities in their districts (Averitt - Baylor, Duncan - Texas Tech, Ogden - A&M, Watson - UT).
Our opposition can flap their gums all they want about the "powerful gun lobby," but in Texas, nobody wields more political power than the universities.

You forgot Van Putte - UTSA (>20k students)Douva wrote:

So where was Ogden? Hope it was important...
I can't understand Senators in districts with major universities bowing to liberal academia that will never vote for them anyway (for the Republicans anyhow). And students are pretty much split on the issue of campus carry and most don't vote, so that can't be a reason.

Big donors to the schools tend to also donate to Republican candidates.txmatt wrote:So where was Ogden? Hope it was important...

2 Questions
First off, it says here that SB1164 has already passed the senate
http://www.senate.state.tx.us/75r/senate/new.htm" onclick="window.open(this.href);return false;
EDIT: Is this correct or are they just ignorant about their own legislative process?
secondly, I can't find today's calender anywhere. Would someone care to link to it for me?
I'm getting sick of listening to "memorial resolutions"

HB1020 has passed the senate!
:)
not campus-carry, but college and gun-related.
I'm very glad to see this passed.

I'll be calling his office asking the same question. I think its disgusting for senators who have the most reason to stand up for the rights of those in their districts to duck their responsibilities like this. Really representing our interests up there, aren't they?txmatt wrote:So where was Ogden? Hope it was important...

Re: SB 1164 Campus Carry in floor debate NOW
SB1164 passed on a 19 to 12 vote with one amendment exempting "teaching" hospitals.

Why is that, considering that non-teaching hospitals aren't exempt?Charles L. Cotton wrote:SB1164 passed on a 19 to 12 vote with one amendment exempting "teaching" hospitals.

Hospitals are still allowed to post 30.06 though. I'm guessing that the amendment was added to avoid confusion.tornado wrote:Why is that, considering that non-teaching hospitals aren't exempt?Charles L. Cotton wrote:SB1164 passed on a 19 to 12 vote with one amendment exempting "teaching" hospitals.
