That's because the current chief resigned - possibly over the firing of an RUPD officer that responded to a HPD call for assistance a few months ago:

He was also very vocal against CHL's - testifying before the Legislature several years ago that, among other things, his officers are trained to shoot the guy with the gun ...

yep, I saw an article about why and recall that nut.
