“This is a big win for the Second Amendment,” said SAF founder and Executive Vice President Alan M. Gottlieb. “Judge Manglona properly noted that because the CNMI [Commonwealth of Northern Mariana Islands] Covenant applies both the Second Amendment and the Due Process and Equal Protection Clauses of the Fourteenth Amendment, as if CNMI were a state, then it is unconstitutional to ban handguns for self-defense in the home, or to restrict handgun possession to citizens but not lawful permanent residents.
CNMI is in the Ninth Circuit for federal cases.

I used to be stationed just south of the CNMI (which includes Saipan, Rota, and Tinian), in Guam years ago. I didn't bring any of my guns over since I didn't feel like dealing with the paperwork and registration. That, and we were only there three years. Loved every minute of it though.

The gun laws on Guam were better than the CNMI, but not by much.

Someone at Volokh says CNMI was the last gun ban holdout:

Last Handgun Ban In An American Jurisdiction Struck Down As Unconstitutional

Unfortunately I haven't read the article since I have read my free allotment of articles at the WP already. :( Somebody read it and tell me what it says. :) (Got the link from Instapundit).
