Kansas Governor Sam Brownback signed a law last month that authorizes concealed carry into any state or municipal building except those that have "adequate security measures". The law also states that university and municipal buildings can be exempted for up to four years. University regents in Kansas don't want concealed carry on campus, but admit the cost to implement security measures, such as metal detectors at all building entrances would be prohibitive, in effect forcing them to allow concealed carry.
