Dunno... Have you asked them? Maybe they have a reason. I mean, for the life of me, I can't figure one out, either, but maybe they know something you & I don't.
I live there and I don't understand it either. Though a group called OK2A is working quite hard to straighten out some of the glitches. They are making some progress.
