You may be right. I found one site with some old data. It states that in 1998, 6.76% of Pennsylvanians over the age of 21 held permits. The data is probably harder to collect since the permits are issued by the county, rather than the state. Some other tidbits: There are 67 counties in Pennsylvania. Luzerne County is the only county in the United States with a plurality of citizens reporting Polish as their primary ancestry. The estimated 2008 population of Luxerne County is 311,983. The registered voters are 59.26% democrat.
