Maine and New Hampshire do not recognize the Texas LTC/CHL, however, they both have a type of constitutional carry. Texans 21 or older can conceal carry in these states.
Could the reciprocity map reflect this some how.

They have a note below the map that lists the states with unlicensed second amendment rights.
