I suspect that this would be a matter of federal law rather than Presidential fiat. It may very well be that ANTIFA qualifies, but it likely would fall to the Dept. of Justice and AG Barr to determine. It may also require some previous findings (i.e. in court) of crimes committed by proven members of the organization. I am not in favor of organizations being willy-nilly designated terrorist organizations by executive fiat. Think Obama and the NRA.
