I am not sure where you read someone posting there was anything wrong with Tesla bringing jobs to Texas. They are using legal tricks to get around the law. Technically, they are not selling you the vehicle. You talk to them and tell them what you want, they set the order up and you give them the down payment, then they send it to another store where it is legal for them to sell direct and that store submits the order to the company. That store gets the vehicle and prepares all the paperwork for the sale to you, then you either have to go there to pick it up or they can have it shipped to you, care of the local store you thought you were buying it from.

There has been legislation proposed in prior sessions, but it hasn't made it anywhere.
