AG Opinion Request RQ-0346-KP State ID expiration and FFL purchases

Request from Briscoe Cain, State Representative, Texas House District 128, Chairman, Select Committee on Driver's License Issuance & Renewal
Gov Abbott issued an order that that identification cards provided by the State of Texas that expire on 13 March 2020 or later are valid until 60 days after DPS issues public notice that the extension period for this disaster declaration has been lifted.
However, on the ATF from 4473, the ID used to complete Block 18a must be an unexpired identification and the expiration date, if any, must be entered. Since "60 days after ... this disaster declaration has been lifted" is an unknown date, FFL stores in Texas don't know what to put in the expiration blocks, and at least some are refusing to sell firearms to people with State IDs that fall in this category.
Briscoe asks the AG if there is anything the State of Texas can do to cure this problem, and to expedite his answer.
