That just looks like a rats nest. It is mind boggling what these thugs will do to "look cool". I am assuming he wears the uniform of the thug. Pants hanging below his butt with his boxers showing.

I bet he had them in braids and they ended them to search his hair before putting them in jail. I saw this article a couple minutes ago and wanted to post it here as well. Laugh out loud
