I'm far from an expert, but if this for building a wall, won't they need some type of vertical element as well?

I believe horizontal construction includes walls. It's stuff that runs mostly sideways - roads, airfields, bridges, railroads...walls.

The exact meaning for this contract(s) would be spelled out in the contract, but I haven't found a copy yet, just the announcements.
