Can someone please tell me the !st year that you could get a CHL in Texas?

Classes were offered in 1995, but licenses issued prior to 1/1/1996 were not effective until 1/1/1996. Some people got two year licenses and some got four year licenses. This was intended to stagger renewals to help DPS. It didn't really work.

That first year the usual establishment gun grabbers were screaming about how there would be "blood in the streets" and all kinds of other hysterical propaganda. None of the propaganda was true. It was all lies designed to keep Texan's disarmed, weak, vulnerable, and dependent outside of their homes.
In the first few years of CHL, citizens who had already been carrying (illegally) got their training and license and became legalized. Texas convictions for Unlawful Carrying of a Weapon went way down.
As a high school kid I had predicted those results back in 1991.
