For Linux compatibility ... get a Penguin colored phone.
(Andy. I have no idea, but wanted to watch this thread ... I know as much about cell phones as a guy who when deciding which computer to get said "Oh cool, the computers with a window in the side go faster" as if the case it was in affected speed.)

Since you only have $100 limit, the choices narrow down pretty quick.I had the same problem.Got fed up with all the information overload, and just went with this:

looking for a phone with out data service, is going to really narrow your search, it eliminates iphones, and blackberry, and probably most of the android/ windows phone 7 phones also.

Samsung Rugby II! Almost mil spec - - - tougher than an old jump boot - - - ugly as sin. I haven't been able to kill mine in a year that includes drops, dunks, and puppy teeth. Get one! Seriously, My Rugby IIhas more features than I use or pay for. Sweet camera and durable phone.

It's also going to pretty much eliminate a decent camera, which was on his bucket list.
FWIW, although I'm a mac guy pretty much through and through, I am happy with my android phone. It has an 8.0 megapixel camera. I don't know if you can get one without a data package though.

Andy, I don't have a specific phone in mind for your requirements but I'd offer a couple of suggestions - ones that I will follow when my next phone change comes.
- Dump AT&T and go to Verizon. AT&T's network is playing catch-up.
- use Bluetooth do dump pictures. My phone has a USB type connection for charging but the Bluetooth just seems easier to deal with, at least for me.
I'm with you on your requirements. I'd love a package with limited data and text but there really aren't packages like that. It seems like it is pretty much "all in" if you are going to go to data because if you do get a limited package and go over, your next bill is more than your mortgage payment. I like having the camera as part of the phone.
If you can get SWMBO to expand your budget a little, there seem to be some pretty good models under $150.

Andy my Blackberry Curve died about three weeks ago. I didn't want to pay the upgrade or a new contract. I bought a brand new one off of Ebay for $49.00 with free shipping. I have Verizon and the phone was advertised as a Verizon phone.
Good Luck!

If you don't need mobile web, there are a ton of phones under $100. Assuming you want to stay with them, go to an ATT store with test phones and try one with a form factor you like. Make a test call for voice quality. Take two or three pics and send them to your current phone (or a throwaway addy if you're paranoid.) Some cheap phones take decent snapshots these days, if that's all you want.

Not too many portraits? (just an occasional picture?)
Not too much texting? (just a little texting?)
I am using a 2003 vintage Motorola V3 RAZR.
There are several on Craigslist for about $20 (and up)
Very happy with it.
OH! Must stay with AT&T. Umm... I am not sure if AT&T uses SIM cards.
But maybe they do. They sell "GO PHONES" and they take SIM cards.

Andy go to Wal-Mart, pick yourself up an ATnT Go Phone and insert your sim card after you have saved all your contacts to it. Turn on the phone and go about your business. Even ATnT tells their customers to do that. Sorry misstyped, it was late
