Diane was a honest liberal politician, she had a pet project when she was mayor, rehabbing the cable cars. Guy who had a business in SF heavily contributed to her fund and to her campaigns. Later the city noticed that many of his employees rode BART to work. BART operated at a loss, every time his employee rode the train it cost SF something like $5. In their minds to cover this loss they invented and passed a one time tax that of all the businesses in SF only his business qualified for the narrow rules they established.
