This thread is a puzzle to me. The OP showed a drawing provided by Oceanside PD that as far as I can tell by reading the rest of the posts, no one has made any mention of. I posted a reply on the 7th of April and included a link to a CBS, News 8 video. This video includes an interview with the manager of a Shell station located about 50 yds from the scene of the shooting. The security camera there recorded a significant portion of the shooting. The TV reporters were allowed to watch the security video several times, but were refused a request for a copy of it on orders from Oceanside PD. The description of what the video shows (according to the TV station reporters) and the Shell station manager's remarks sounded credible. What seems incredible is that no one on this forum bothered to watch this CBS news story or if they did thought it unworthy of comment.

Does this mean that I think the matter is settled and no questions remain? No. But it sure appears at the very least, even if the officer reasonably believed he was being threatened with deadly force (window tint, spacing of vehicles, chronology of events, conflicting statements, slight damage to officer's vehicle, make this assertion very muddy), rules 3 & 4 were certainly ignored. Please don't tell me that department policies ignore those principles.
