Any US facility housing Classified and/or sensitive information is supposed to have an emergency destruction plan. Everyone that I worked at did. Those plans varied as to their realistic ability be carried out. I would guess the Chinese have the same requirement and probably, being a large bureaucracy, similar problems.

If they took over existing buildings to use as their consulate, there may have not been any thing in the building suitable for quickly destroying documents, so they may have acquired These drums you talk about. (I didn’t see them, were they 55 gallon drums? I wouldn’t think those would be hard to find.)

The embassy that I worked out of back in the early 70s had a large incinerator that we utilized for a few days before the deadline for us to leave the country.
