This reminds me of when the city I worked for asked for Police and Fire to take a 3% pay cut!
Seems City Manager and Finance officer over estimated the amount of money taken in for the yearly budget, since police and fire had recently gotten a 3% raise the city wanted us to give it back! During the meeting with the HR Director, we asked how much of a pay cut the city Manager, the Finance Director and the rest of the city administration were going to take? The look on the HR Director's face was Priceless! She said they weren't going to take a pay cut, so we told them we weren't either! They ended up making up the short fall from the Emergency slush fund! Problem solved!

Government, like fire is a dangerous servant and a fearful master
If you ain't paranoid you ain't paying attention
Don't fire unless fired upon, but if they mean to have a war let it begin here- John Parker

Yeah, that's going to be a popular move. Ouch.
