To me it is more like this person you made up was a cop who served for years, risking his life to make ours better, then retired... And instead of just getting to carry with his retired ID and badge being told he has to go take a CHL class. Just my opinion of course.

IMO, service in the military doesn't guarantee citizenship, but they should be moved to the front of the line.

I sounds like he did get moved to the front of the line, but then he stood there for more than 40 years stubbornly refusing to take the test. I have zero sympathy for people like that and think he's already getting everything he deserves including the monthly checks.

I think that he will realize that the U.S. Government will be more stubborn than he.

The reason for the class and test is to make sure that new citizens are properly educated in our form of government and the responsibilities of citizenship.

A long long time ago, way back in the 1960s and 1970s if you were seeking citizenship it took approximately 3 years. If you were in the military or a military spouse it could be completed in 6 months to a year.

This is a nation of laws, that should be the first question.

I was in the Army with several green card aliens during Vietnam. Some were drafted some enlisted none expected to automatically get citizenship although all wanted it. I helped a guy from Cuba study for his citizenship test. He passed.

How does a green card guy get drafted?

The same way everyone else did. They went to the local draft board and filled out the paperwork as required by law. Their number was drawn. They then had to serve or be deported.

That is pretty much how it works now. If they enlist with a green card, they can apply for citizenship and have it expedited. They are very limited these days on what MOS they can get since they are not eligible for a security clearance until they are citizens and more and more MOSes are requiring at least a Secret level clearance these days.
