I am not another security officer, but I think they should give him his stuff back immediately. It is not right. It is out and out theft.

I agree! If they have no charges against him, his property should be returned to him. I could understand keeping his weapon and lights as evidence, if there were actual proof and they could charge him with impersonating an officer. However that doesn't seem to be the case here.
