That most of the spam calls that look like they're local are spoofing actual, valid phone numbers. I wonder if, post-SWAT, some poor, unsuspecting widowed grandmother was questioned about why she made the 911 call?
Yep, I've even received spam calls from my own phone number!

iPhone has a setting that will only ring calls from your directory.

Calls not in your directory, go directly to voice mail.

Most don’t leave messages. Some that do say only Hello, Hello, Hello and then end the call.

Best feature on my phone. Only about one in ten even ring. I try to put businesses that I need to hear from in my directory. Even then I tell them about my ignore unknown numbers feature and tell to leave a message.
Back in the day (15 years ago) I was IT for a newspaper and also managed our PBX. We had 10 POTs lines (Plain Old Telephone - analogue) Out main number was xxx-xxx-3311. A customer dialing that would reach our PBX, which would then switch the call to an open POTs line. An outgoing cll would go out on an open line, never 3311. In the earliest days of caller ID, that was a problem.
One we went IP, we had one number, but could hand many more simultaneous calls than the POTs days. Every all in or out was from our main number. (xxx-xxx-3311)
I still get the occasional business where I've entered their main number in my directory, but miss calls because they come in on another number. Surely they're not still on POTS. My guess is that the main number is a national number, and the outgoing calls come from a local number.
I'd love to hear form somebody smarter than me to explain it.

There are apps available in the Google Play Store that work the same way on Android phones. For example, I use "Call Blocker".

I was getting 5-10 spam calls a day, even though I've signed up to the no call list multiple times. I turned on that setting and it helped, but I started missing calls from the school, from doctors, etc... And you'd think they'd leave a message but they don't.

Recently I've started to be able to recognize spam calls by a small tone that I hear after I pick up. If I hear that I hang up immediately.

Spoofing a number should be illegal, and I believe there was a law put into effect in the past few years that did make it illegal. But there apparently isn't any teeth to the law.

I may be wrong, but I think using IP telephony to spoof phone numbers--at least in some form--is still able to go undetected/untraceable. That's the way I still get calls every other day about "your car's service warranty" is expiring. Moreover, checking Spokeo shows me that most of the spam calls that look like they're local are spoofing actual, valid phone numbers. i forgot about that
my telephone company yes landline told me the pause that the fcc created so we could do a star 69 call back is what allowed spoofers to enter a fake number as it goes through to dial.
