The thief who stole the purse was subsequently killed in a head-on crash while driving a stolen vehicle wrong way on the street at four in the morning. It's a bit hard to fault the store owner here. In today's litigious environment, the store owner could be paying a significant penalty if his employee tackled someone and hurt them, especially if the employee was wrong and the person they tackled hadn't stolen anything. Being able to point to a blanket policy forbidding such behavior by employees could provide some legal protection from a lawsuit along these lines.
