I believe that Chicago is a product of its own corruption. That has been going on for more than 100 years. It blossomed during Prohibition. But it is probably worse now with the worst of the city being abandoned to gang rule. There was never a question in my mind that there was institutional racism against blacks in Chicago. That is what happens under corrupt leadership. But as long as Chicago's political machine can keep the corrupt politicians in place, it won't matter how many trillions of dollars are spent on reparations or anything else.
