AFAIK, there is not a time when parking in or blocking handicapped spots is legal like for certain parking areas along some streets. THAT I agree with! The school official was given every opportunity to change their behavior and didn't. They deserve the ticket and IMO disciplinary action from the school board! If I had a student in that school I would be demanding a face to face meeting with the principal so we could have a talk about the importance of setting the right example for my kid.
