Obtaining a CHL in Pennslyvania

Does anyone know what the criteria is for obtaining a CHL in PA is? I just read on another forum that all you had to do was to go to the Court House, plunk down $25.00 and give them two (2) references and they issue your CHL on the spot. Supposedly, they rarely even bother to check the references......Can this be??????

I keep mine separate from my TX CHL so I have a backup in case I lose my wallet. Cheapest and easiest backup CHL I could find from the other states.
