H.R. 2028 and LTC on Army Corps of Engineers Land

Does anyone know the status of H.R. 2028 - "Energy and Water Development and Related Agencies Appropriations Act, 2016?
According to this https://www.nraila.org/articles/2015050 ... -provision it was to remove the restrictions of licensed carry on Corps of Engineers land/parks.
What I can find is that it passed the House on May 1st 2015, failed cloture in the Senate on Oct 8th 2015, then was passed in the Senate on May 12th, 2016 (with revisions). https://www.govtrack.us/congress/bills/114/hr2028
It looks like all of section 107 was struck from the original (where it lifted the firearms ban) but the rewritten section 107 doesn't correspond with the original. It looks like it may have been an error. Disclaimer: I am not and have no desire to be a lawyer. Reading some of this stuff makes my head hurt. https://www.govtrack.us/congress/bills/ ... compare=rs
I'm hoping I'm just reading it wrong and the removal of firearms restrictions still stands. I do understand it has to go back to the House for an approval of the changes passed in the Senate. I would really like to see no restrictions of LTC on Corps of Engineers parks/lands here in Texas as it's currently prohibited.
