So, a local school was put on "lockdown" today. A student heard that it was because a "man was seen with a gun on the street in front of the school". This spurred a conversation in my neighborhood, because of the school moms.

This is a very common street to walk down.
So, here's my question for y'all, is there any reason why someone couldn't OC walking down the sidewalk on one side of the street or the other? Or, what if he's CC'ing and the wind blew his shirt up, it was windy today?

No.

But as a teacher I can tell you:
1. We go into lockdown for some bizarre stuff.
2. Students arent usually told why.
3. Most teachers arent either.

Not yet you can't. Concealed campus carry is August 2016. No open carry. And it depends on what school your talking about.

SB11 only refers to institutions of higher education, whether public or private colleges. Anywhere on school grounds that aren't considered a premises or a school sponsored event,even events not held at the actual school,are not off limits for concealed OR open carry. However, it's probably ill-advised.A public street in front of a school is also not off limits. According to sb11, a public street on a college campus would be off limits to open carry though.

prior to SB11 that you are so fond of using, it was not and is still not illegal to carry on the property of a campus, it doesn't matter if its a higher learning facility or a grade school, open carry is also the same the law references premises and the definition is in the law so open carrying thru the streets, quads, walkways and do forth cannot be violated. nowhere does it reference property. sorry guys you are taking the libtard stance

A similar question came up during my LTC class, with some confusion over schools being "Gun Free Zones". You can't enter the school with a weapon, but you can transit through the zone. I agree with mr1337 -- standing outside (or even across the street) from a school probably isn't a good idea.

I understand that hb910 references premises and that it has nothing to do with grade schools.

This is text from SB11:

(a-1)AANotwithstanding Subsection (a), a license holder commits an offense if the license holder carries a partially or wholly visible handgun, regardless of whether the handgun is holstered, on or about the license holder’s person under the authority of Subchapter H, Chapter 411, Government Code, and1 intentionally or knowingly displays the handgun in plain view of
2 anotherperson:
3 (1)AA on the premises of an institution of higher
4 education or private or independent institution of higher
5 education;or
6 (2)AA on any public or private driveway, street,
7 sidewalkorwalkway,parkinglot,parkinggarage,orotherparking
8 area of an institution of higher education or private or

I didn't think you could OC on school property, either way I'm fairly certain the PD would get a call pretty quickly.
