Odd place for a 51% sign

Wife & I were staying at the San Antonio Fairfield in on Bonham - behind the Alamo - for the Alamo Bowl game last week. Off to the left of the check in desk there was a little "cubby hole" called The Market that served as the vending machine spot facing the lobby. Inside on the left there was a cooler containing soft drinks, beer, & wine, while the machine under the sign dispensed razors, toothbrushes, etc.. What you see in the picture is the whole "Market", about the size of a small walk in closet.
I was rather nonplussed at the ridiculous notion that something like that would be eligible for such a sign. I've been in numerous hotel sundry shops with larger coolers containing much more extensive alcohol selections alongside the soft drinks & juices, but never have seen a 51% sign.
Wonder who the nitwit is who thought they had to put that sign up? Or am I ignorant on some tiny subsection of a clause in the CHL laws?
