UTSW Med. Center employee or enrolled student Gun Policy

This is current policy for 2014 for all of us who work at UTSW Medical Center in Dallas:
Exceptions
An employee or enrolled student Concealed Handgun License (CHL) holder who otherwise lawfully possesses a firearm or ammunition will not violate this policy if the individual CHL holder transports or stores the firearm or ammunition in a locked, privately owned motor vehicle in any driveway, street, parking lot, parking garage, or parking area provided by or under the control of UT Southwestern. However, CHL holders are prohibited from transporting firearms to or from buildings or portions of buildings owned or controlled by UT Southwestern, or possessing or storing firearms there.

Somebody in HR must have a CHL for a written policy to be that clear?

Actually, is the employee can legally posses the gun, then CHL holder or not they are protected by the Parking Lot law.

Is UTSW an educational institution? They may not have a choice about banning guns.

Sure they do. A school has the capability of allowing anyone under MPA to have a gun in their vehicle. In turn they can allow a CHL holder to carry there if they establish a policy and it is approved by the appropriate person.

I understand the " ok to leave in vehicle" but (and I question this) the carry on school is only legal if the school has a written policy allowing chl carry, correct? No policy means no carry no matter what, correct?

Without written regulations of the school you could get written authorization from the school. Federal law does require you to have a license issued by the state.
PC ยง46.03. PLACES WEAPONS PROHIBITED. (a) A person commits an offense if the person intentionally, knowingly, or recklessly possesses or goes with a firearm, illegal knife, club, or prohibited weapon listed in Section 46.05(a):
(1) on the physical premises of a school or educational institution, any grounds or building on which an activity sponsored by a school or educational institution is being conducted, or a passenger transportation vehicle of a school or educational institution, whether the school or educational institution is public or private, unless pursuant to written regulations
or written authorization of the institution;

Yes, as I stated they would have to establish a policy for carry by CHL.
