TX DPS CHL & social security numbers

I was under the impression that as of January 1, 2014, it would be possible for a TX CHL applicant to not provide their social security number as part of the application process.
From TX DPS' website (
https://txapps.texas.gov/txapp/txdps/chl/" onclick="window.open(this.href);return false;), I am unable to find any way to proceed without supplying a social security number: "Error: SSN is required"
Any ideas on what is happening, and why?

If renewing or applying for a concealed handgun license, this bill would not require an applicant to give their social security number to the Department of Public Safety. Passed.

The answer DPS gave my instructor renewal class was that they didn't receive any funding to pay for the changes to the website coding that would eliminate the SS# requirement.
They are making changes slowly...

Ya, I helped an older former student with doing his renewal online a couple of weeks ago. Despite the changed law effective january 1, that "required field" was still there. In instructor renewal school back in Novemeber, Ms. Sherrie told us the new "School Safety" class would certainly have to cost interested instructors more than $100 because DPS was given the task of implementing such without any addition funding. I can somewhat follow that. But, in my not-so-humble opinion, using a "no funding" excuse after DPS' salaried IT people have had sooooooo much time to get it done would be very lame.

I wonder if you can enter zero's or 1's in the field to bypass it? i can't recall if there is some kind of validation for the number. I can't beleive the change requires obvious system updates but there's no funding. Well, yes I can.

Back in 2009 the Occupations code changed to require DPS to issue an ID card to people in the security business that is like a DL with a photo already attached. It took them 3 years to comply.

You can apply with out a SSN but you have to mail it in. It takes around 2 weeks after they receive your packet to start processing.(estimated time cheque mailed in to cashed)
It takes a long time with the "mail in" route, but it works.

Isn't this a moot point? You're applying to a department that already has all of your personal information, especially if you have a driver's license, and I'm pretty sure if DPS really needs your social they can get it. Not trying to be offensive, or anything, just asking a question. I'm new here to Texas (finally got my CHL!), but I'm sure they already have your social somewhere, so why worry about it?

You "worry" about it because until DPS changes the website, you cannot apply online for a CHL without submitting your Social.

If the SS part bothers you tell DPS your withdrawing your application and tell them why. Problem solved.
