Concern about mailed CHL license

Concern about mailed CHL license
I just received my renewal CHL in the mail and the envelope that it was mailed in was sealed with a simple piece of scotch tape.
I merely lifted the lip of the envelope and it popped open with ease. I then pushed it closed again and you couldn't tell if someone had tampered with it. I am concerned that either someone has opened my envelope and re-sealed it with scotch tape, or someone at the DPS was careless in how they mailed my license. (the latter of which is what I suspect)
First, has anyone ever had a similar incident when receiving their license in the mail?
Second, why would DPS use tape only and not utilize the envelope's own seal?
The license is present, intact and correct. Suggestions?

That is how mine came too. Guess their envelope licker broke, quit or was fired, and it is not in the budget to replace it/them.

I do understand all that important information being easily accessible to anyone! I was a little miffed about that. Expect better measures to ensure my ID is maintained accessible only to those I grant permission. I wasn't sure who to express these concerns to though.

Maybe I'm jaded. The old envelopes had the address on the card showing through as the mailing address.
This will only hurt a little. What comes next, more so.

Mine was sealed. I like the plain envelopes vs. a CHL showing through the address pane.

You guys need to worry about more important things. As long as the license was there, what's the problem?

Worked for the Feds - everything used to come from GSA supplied by low bid contractors - including envelopes. One year the 'sticky' was so bad a memo was sent around that all outgoing mail was to be taped - even gave us specific instructions on how to tape them closed. Government "cost saving" my tush.
Don't worry about the chl and the envelope - it made it.
