TX CHL holder moving to WA (student)

I recently posted here that I may be moving to WA for grad school. Well I heard the good news a couple of weeks ago that I was accepted. Now as always I'm debating and need you guys to give some advice...

I'm going to visit WA again one last time before I make my move for three yrs. Should I apply for a non-resident carry license or should I find an instructor here in TX that can provide me with a permit for the state of Utah which WA honors????

I'm not sure what would be the pros and cons of both. So can you guys provide some advice on this...

If it was me, I'd get a non-res that WA honors until you settle in there and then get a WA resident permit.

I've hear some law enforcement agencies in WA issue same day while others take the maximum time allowed. If you have time during your visit, you can apply in person and have them mail it if they're slowpokes. Then change your address when you move for school and you've got a resident license for NICS exemption, etc.
