New Resident and CHL

I have a family member moving to the Beaumont/Port Arthur area in the next few months. He wants to get CHL process going right away, but I wasn't sure if there is a residency requirement or not before he could apply. Any help?

Also, any recommendations for CHL instructor/course in the area?

No residency requirement per se, but it'll work best if they wait until they have a TX DL before starting.

You don't have to be a Texas resident to get a Texas CHL, so that's not a concern.

Once he becomes a Texas resident, though, he will have to change his CHL address to match that of his Texas driver's license.

agree with getting texas DL first, no longer a 90 day restriction before sitting a class. DL and your good to go.
