Reciprocity Question RE: Minnesota

In researching reciprocity with other states I came across an oddity.
Although Texas unilaterally recognizes several other state CHLs, there is (other than Vermont, with no license required) only one state that similarly honors Texas but is not honored by Texas.
Minnesota state website says Texas CHL is good there, but we don't honor Minnesota licenses.
Anyone know why?

I looked at the MN site and I don't see a requirement to submit fingerprints. While they choose to honor our CHL, we would not honor their permit since it does not meet our requirements. Simply a guess on my part and YMMV.

That's a very good guess. It appears that MN doesn't require a background check meeting Tex. Gov't Code §411.173(b). The Governor has no discretion; he must either negotiate a reciprocity agreement with, or issue a unilateral proclamation concerning, any state that meets the statutorily required background check and he cannot do so with a state that doesn't meet that requirement.

(b) The governor shall negotiate an agreement with any other
state that provides for the issuance of a license to carry a
concealed handgun under which a license issued by the other state is
recognized in this state or shall issue a proclamation that a
license issued by the other state is recognized in this state if the
attorney general of the State of Texas determines that a background
check of each applicant for a license issued by that state is
initiated by state or local authorities or an agent of the state or
local authorities before the license is issued. For purposes of
this subsection, "background check" means a search of the National
Crime Information Center database and the Interstate
Identification Index maintained by the Federal Bureau of
Investigation.

I don't think fingerprints are the reason. Both Virginia and Pennsylvania are reciprocal with Texas and don't reguire fingerprints. Its probably the limited background check
